Balance Mode

I couldn't be able to use my RMP 220 in balance mode. I tried demo OCU but it switches to standby mode instead of balance mode. I also tried hardware balance mode request, but it also resulted in standby mode. I made these experiments both when the wheels are not touching the ground and they touch while I hold it.

What do you think is wrong about it? How can I achieve balance mode?
